Faced with the prospect of running out of seven-digit license numbers by the end of 2017, the Ministry of Transport decided to revamp all their legacy car registration systems to handle 8 digit car registrations.  This included a variety of systems running on both IBM mainframe and open systems platforms. The application systems included thousands of COBOL, Natural and Java based application entities.

The project, which commenced in December 2015 and notwithstanding some delays in project start,  went live in accordance with the original timetable. After closing the offices for 3 days, as planned, the changeover went virtually unnoticed by citizens availing themselves of the services provided by the ministry. The cut over to the new system included the migration of some 2 billion records.

Affected by this change is a long list of parties, including government ministries, Israel Police, Insurance companies, Banks, Auto importers and Leasing companies, Local authorities, and others. All these parties are now in transition mode, validating their interfaces to the 8 digit system.

Key to the process was the use of MOST Software’s automated tool set to identify and generate the requisite changes to be made in all the ministry’s underlying application systems. Additionally the deployment of MF-Test together with HPE-ALM in support of automating application regression testing contributed significantly to the project coming in on time and being able to deliver the requisite functionality.
